DIANA C. TANG
With over 20 years of experience in local government, Diana Tang joined Long Beach Utilities in 2022. She currently serves as Assistant General Manager, leading a workforce of 200 certified, skilled and trained public utility professionals who engage daily with Long Beach residents and business to provide safe, clean drinking water, natural gas, and sewer services.
Bureaus under Ms. Tang’s oversight include Gas Business Services; Customer Service Field Operations supporting Water Services, Gas Services and Sewer Operations; Customer Services Call Center; Utility Billing; Administration/Human Resources; Occupational Safety and Training; and Public and Government Affairs. Collectively, she oversees an annual operating budget of $80 million. Ms. Tang reports directly to the General Manager.
Prior to joining Long Beach Utilities, Ms. Tang served as Chief of Staff to former Long Beach Mayor Robert Garcia from 2019 to 2022. Working alongside local community-based organizations, labor groups and the private sector, Ms. Tang supported Mayor Garcia with leading the City’s public health response to the COVID-19 pandemic, racial reconciliation, 2020 presidential election and economic recovery. As Chief of Staff, Ms. Tang was responsible for administration, budget, and human resource aspects of the city’s Legislative Department.
Ms. Tang’s career in the public sector began in 2000 with the City of Los Alamitos as a Pool Lifeguard and Swim Instructor at the Joint Forces Training Base. In 2002, she joined the Marine Safety Division of the Long Beach Fire Department, directly serving the Long Beach community for nine years as an Ocean Lifeguard and Emergency Medical Technician.
Her public policy work began in 2009 in the Long Beach City Manager’s Office with then City Manager Patrick H. West. Ms. Tang’s legislative portfolio includes state and local climate change proposals, state and federal transportation funding, the 2014 State Water Bond, countywide funding for stormwater infrastructure, and state authorizing legislation to enable the design, build, finance, operation and maintenance of the new Long Beach Civic Center as a public-private partnership with Plenary-Edgemoor. Her work has been heard before committees in Sacramento, Washington D.C. and Los Angeles County, and voted upon by the California State Legislature and Los Angeles County Board of Supervisors.
Ms. Tang is currently a voting board member on the Los Angeles County Safe, Clean Water Regional Oversight Committee, Gateway Water Management Authority, and has previously served as the League of California Cities representative on the Los Angeles County Local Emergency Medical Services Agency Commission.
She holds a Bachelor of Arts in Psychology with a minor in Sport Management from the University of California, Santa Barbara, and Masters in Public Policy and Administration from California State University, Long Beach.
Born and raised in Southern California, Ms. Tang is a proud Long Beach resident.
